THIS IS THE CITY OF JERSEY CITY’S POLICY REGARDING THE USE OF EXTERNAL LINKS AND INFORMATIONAL POSTINGS/LISTINGS REQUESTS ON THE CITY WEBSITE. FORMS REQUSTING A LINK OR POSTING TO THE MUNICIPAL WEBSITE ARE LISTED AT THE BOTTOM OF THE PAGE.
Thank you for visiting the City of Jersey Web site. The City of Jersey City website is intended to provide a broad range of useful information to provide citizens, residents, or visitors with information about City organizations, departments, services, programs, events or activities. The City website is not intended to be an open public forum or other means by which public disclosure, exchange of opinions, or discussion on issues of any nature may occur. Rather, the sole and limited purpose of this City’s website and permitted external links and informational postings is to offer quick, convenient access and to make the public aware of the services provided within and around the City, or as may be available from other governmental agencies. For purposes of this policy an “external link” is a hyperlink from the City’s web site to a website maintained by another party.
Every effort is made to insure that information provided is timely and correct, however, users should keep in mind that this information is provided only as a public convenience. The City updates the website regularly and every effort has been made to ensure the accuracy of the information provided on the site. However, the City assumes no liability for any inaccuracies that the website may contain. To avoid confusion all external links will appear in a new separate browser window.
LINK REQUESTS/LISTING REQUESTS FROM THE CITY’S WEBSITE
Links to external content or listing requests on web pages operated by the City will be solely in conformance with this policy. The City reserves the right to revise this policy without prior notice when to do so is deemed to be in the best interests of the City of Jersey City.
As a general rule, links and listing information requests are only provided for non-profit organizations.
Web site operators who wish to have a link from the City’s website to their Web site or have informational listings posted on the City’s website must read and comply with this policy and provide contact information. All requests for links and informational postings will be evaluated on a first-come, first-served basis provided that the City’s server has the capacity to entertain these requests.
Required information includes:
1. Name of the organization
2. Physical address (i.e., a postal address) of the organization.
3. Non-profit status or § 501(c)(3) certification from the United States Internal Revenue Service
4. Name of person responsible for the web site and information to be posted on the City’s website.
5. E-mail address of the person responsible for the website and the information to be posted on the City’s
6. Telephone number of the person responsible for the website and information to be posted on the City’s
7. Internet address (URL) of the Web site.
The City reserves the right to amend these contact information requirements at any time.
In addition, for external web sites linked from the City’s web site, the specific page that is opened when a visitor goes to the URL provided (usually referred to as the “home” or “start” page) must meet the following technical requirements:
1. The page must contain a valid HTML title tag that provides the name of the site or the organization that
operates the site.
2. The page must provide contact information available to any visitor to the site. This contact information may be
in the form of an email address, postal address, or telephone number.
Requests for links or listing information from the City’s web site will not be granted automatically and are not guaranteed for web site operators who provide the required contact information.
The City of Jersey City reserves the right to: 1) deny an external link application to any person, business or organization when it is determined, following review of a complete application, that the entity or organization for which application is made does not meet the criteria set forth in this policy; 2) deny an external link application to any person, business or organization which fails to provide all required information, or fails to provide truthful information.
The City, at its sole discretion, will determine whether external content meets the purposes of the City’s web site. Generally, external content does not meet the purposes of the City’s web site if the content contains, promotes, exhibits, suggests or overtly infers the following. (This list is a non-exclusive list.):
1. Content not suitable for persons of all ages.
2. Promoting or inciting illegal, violent, or socially undesirable conduct.
3. Promotion or availability of illegal drugs, alcohol or tobacco products.
4. Promotion or availability of adult, pornographic or sexually oriented entertainment or materials.
5. Promoting libelous or otherwise defamatory content.
6. Content that exhibits hate, bias, discrimination or violating any of the City’s
affirmative action or equal opportunity policies.
7. Promoting individual or personal home pages.
8. Promotion of any religion or religious viewpoint.
9. Content that infringes on any trademark, copyright, or patent rights of another.
In no event shall any linking request or listing request be with or on behalf of any commercial, business, trade, manufacturing, wholesaling, retailing, or other profit-making enterprise, nor shall any linking or listing request be entered into with any political, partisan, sectarian, denominational or religious corporation or association, or for any political, partisan, sectarian, denominational or religious purpose.

LINKS TO COMMERCIAL WEBSITES
Although the City neither supports nor endorses commercial or for-profit entities’ advertisements or promotions on its website, it recognizes that a public benefit is served by providing such information to assist City residents. Accordingly, links to such web sites which display commercial advertising or promotional materials may be found at the Destination: Jersey City website. The City is not responsible for the privacy practices or the content of such site.
The content found on Destination: Jersey City resides on servers run by third parties. Nor does any link between the City website and Destination: Jersey City imply sponsorship of such website, or the creator of such website.
LINKS BY OTHER ENTITIES TO THE CITY’S WEBSITE
Entities or individuals linking to the City’s website shall not capture pages within frames, present the City’s website content as its own, or otherwise misrepresent this website’s content or misinform users about the origin or ownership of its content. Any link to the City’s website should be a full forward link that passes the client browser to the City’s website unencumbered. The web browser’s “back” button should return the visitor to the originating site if the visitor wishes to back out.

The City reserves the right to remove any external link or informational posting if: 1) the nature of the organization to which the link relates no longer complies with the City's external link policy; 2) the entity’s website provides or promotes false, slanderous, illegal, immoral, or incorrect information at any time; 3) access to the information has become problematic due to non-standard formatting, lengthy download times, or intrusive advertising; or 4) the link is permanently unreachable or remains unavailable for a lengthy period.
The City’s Seal is a trademark of the City of Jersey City. The City of Jersey City retains all intellectual property rights including copyrights on all texts, graphics images and other content. This means that the following acts or activities are prohibited without prior, written permission from the City of Jersey City: 1) modify and/or re-use text, images or other web content from a City server; 2) distribute the City’s web content; or 3) “mirror” the City’s information on a non-City server.
