NOTICE OF PROPOSED AMENDED ANNUAL ACTION PLAN FOR PROGRAM YEAR 2019 TO INCLUDE CARES ACT FUNDING
PUBLIC COMMENT PERIOD

In accordance with 24 CFR 91.105(c)(2) of the federal regulations relative to citizen participation for Community Planning and Development Programs and applicable waivers made available to those requirements through the Coronavirus Aid, Relief, and Economic Security (CARES) Act, City of Jersey City is making an amendment to the Program Year 2019 Annual Action Plan available to the public through this notice. The Program Year 2019 Annual Action Plan is a component of the Program Year 2015-2019 Consolidated Plan. This Amendment is available for a 5-day public review and comment period from Monday, October 26, 2020, to Friday, October 30, 2020.

This amendment will enable City of Jersey City to receive and administer a special allocation from the US Department of Housing and Urban Development to be used to prevent, prepare for, and respond to COVID-19. This allocation was authorized by the CARES Act, Public Law 116-136, and it includes $6,574,512.00 under the Community Development Block Grant (CDBG-CV), $5,223,028.00 under the Emergency Solutions Grant (ESG-CV), and $347,820.00 under Housing Opportunities for Persons with AIDS Program (HOPWA-CV). HOPWA program funds are administered by the Division of Community Development as the City’s Administrative Agent.
Activities funded by CDBG, ESG, and HOPWA programs must contribute to the goals and objectives of the City of Jersey City’s Consolidated Plan and meet all applicable federal requirements.

Additional funding made available to City of Jersey City by HUD through the CARES Act is unknown at this time but will be used for the same purpose of the initial allocations indicated above, which is to prevent the spread of COVID-19 and facilitate assistance to eligible communities, households, and persons economically impacted by COVID-19.

A summary of the proposed activities to be funded with the additional funds is provided below:

As part of this amendment, City of Jersey City has revised the Consolidated Plan’s Citizen Participation Plan to include the 5-day comment period as indicated above, as well as to make other changes. The revised Citizen Participation Plan is available for review on the City of Jersey City’s website, at https://jerseycitynj.gov/cityhall/housinganddevelopment/communitydevelopment. The Municipal Council of the City of Jersey City is expected to take action on the Amended Annual Action Plan for FY 2019 in November 2020. The City anticipates submitting the approved Annual Action Plan to HUD in November 2020.
