AMOUNT OF ANTICIPATED FUNDS AVAILABLE

 

The City of Jersey City is announcing the release of the draft of the 5-Year 2020-2024 Consolidated Plan (C-Plan) and its accompanying Program Year (PY) 2020 Annual Action Plan. These Plans identify specific projects and programs that the City of Jersey City intends to implement with Community Development Block Grant (CDBG), Housing Opportunities for Persons with Aids (HOPWA) funds, Emergency Solution Grant (ESG) funds, and HOME Investment Partnership (HOME) funds. These funds are received annually from the U.S. Department of Housing and Urban Development (HUD) for local projects that primarily benefit low-income persons. The City anticipates receiving approximately $16,277,282.00 in program funds for the PY 2020 (April 1, 2020-March 31, 2021) and the Coronavirus Aid, Relief, and Economic Security (CARES) Act from HUD. PUBLIC MEETING ANNOUNCEMENT

 

The City of Jersey City will hold two virtual public meetings open to all residents of Jersey City concerning the CDBG, HOME, ESG, HOPWA Programs. The public meetings will provide an opportunity for all residents and non-profit providers to address and comment on the proposed recommendations on specific activities to be undertaken by the City of Jersey City in its submittal to HUD.

 

Due to COVID-19 crisis, and in efforts to minimize a large gathering, the Public Meetings will be held virtually on Zoom:

The purpose of this public meeting is to furnish citizens, public agencies, and other interested parties with information concerning the amount of funds available for proposed community development and housing activities and the range of eligible activities that will be undertaken under the 5-Year Consolidated Plan and the PY 2020 Annual Action Plan. This will include a presentation to the public, a draft of the City of Jersey City’s PY 2020 Annual Action Plan, including activities and projects that will be recommended by the City of Jersey City for funding in the PY 2020 Annual Action Plan to HUD.

 

All interested persons are encouraged to attend and make valued comments regarding projects and programs for consideration of funding. Additionally, all interested persons are encouraged to review the City of Jersey City’s proposed 5-Year Consolidated Plan and Draft PY 2020 Annual Action Plan available in hard copy form at two locations:

Translation Assistance: The City of Jersey City will make efforts to provide translation assistance for public meetings and program information. Please contact the Division of Community Development office at least 48 hours in advance if translation assistance is needed for the public meeting. PUBLIC COMMENT PERIOD

 

Due to the COVID-19 Crisis, a waiver is available for the public comment period to be shortened from 30 days to 5 days for the Consolidated Plan, Annual Action Plan and Citizen Participation Plan. The City of Jersey City will be waiving the 30-day comment period for a 5-day comment period.

 

The City of Jersey City will hold a 5-day public comment period open to all residents, especially low-and moderate-income residents on the 2020-2024 Consolidated Plan and the PY 2020 Draft Annual Action Plan. All public comments will be due by May 20, 2020.

 

The City of Jersey City’s Citizen Participation Plan will also be amended and available to be viewed at the above locations and the City website at https://www.jerseycitynj.gov/CityHall/HousingAndDevelopment/communitydevelopment.

 

The Municipal Council of the City of Jersey City is expected to take action on the Consolidated Plan and the Annual Action Plan for FY 2020 in June 2020. The City anticipates submitting the approved Consolidated Plan and Annual Action Plan to HUD in July 2020.
