On Monday, November 15, 2021 the Division of Community Development (DCD) will issue an open and competitive Request for Proposals (RFP) for the HUD Entitlement Grants for; Community Development Block Grant (CDBG), Housing Opportunities for Persons with AIDS (HOPWA), Emergency Solutions Grant (ESG) and the New Jersey Department of Community Affairs Community Services Block Grant (CSBG) to provide funding to eligible programs and projects sponsored by public agencies, developers or not-for-profit organizations. The City of Jersey City is scheduled to receive approximately $885,647 in CDBG funding; $498,420 in ESG funding; $2,381,307 in HOPWA funding from the U.S. Department of Housing and Urban Development and funding; $978,888 in CSBG from the New Jersey Department of Community Affairs for the 2022 program year.    

The City encourages local community groups who provide quantifiable benefits to the low and moderate-income population to apply. The funding is provided through the United States Department of Housing and Urban Development (HUD). Since the funding source is limited, this is a competitive application process. The review criteria and eligibility requirements are noted in the RFP. The City of Jersey City HUD Entitlement Program goals are consistent with its adopted 2020-2024 five-Year Consolidated Plan as well as the National Objectives defined by HUD.
