Under the direction of Director James Shea, the Department of Public Safety comprises the Police Department, the Fire Department, the Office of Emergency Management and Homeland Security (O.E.M.), Parking Enforcement, and Fire Prevention.  Public Safety continues to be a top priority for the Fulop Administration and Director Shea.  The hiring of over 430 police officers since 2013 has helped lift the city’s department from historic lows, to nearly 975 officers; significantly boosting police presence in some of the most crime-ridden areas.  As one of the state’s largest cities, public safety is paramount.

 Another crucial tool in combating crime is community residents.  From anonymous tips to emergency response volunteers, we also need your help to keep Jersey City a safe place to live, work and play.

BODY WORN CAMERA POLICY

It is the policy of the Jersey City Police Department to utilize body worn cameras (BWC) to assist its members in the performance of their duties by providing accurate and unbiased accounts of interactions with citizens during an officer’s response to an incident. This policy shall limit the discretion afforded officers in the field by providing objective criteria to be followed when making the decision to activate/de-activate a BWC. Camera 



IMMIGRANT VICTIMS OF CRIME AND HUMAN TRAFFICKING

Jersey City takes seriously its commitments to immigrant victims of crimes and human trafficking. Mayor Steven M. Fulop’s 2017 Sanctuary City Executive Order calls on municipal employees to ensure all immigrants are welcome in Jersey City, with specific directives for law enforcement officials to assist applicants for U- and T-Visas.

Director of Public Safety James Shea serves as Jersey City’ designated U- and T-Visa officer. He and his designees are dedicated to serving potential victims of crime and human trafficking seeking an I-918B Law Enforcement Certification.

The Division of Immigrant Affairs at the Department of Health and Human Services also offers U- and T-Visa applicants assistance with social, legal, and health services, and can liaise with law enforcement for certification purposes, as needed.

PUBLIC SAFETY CITIZEN ADVISORY REVIEW BOARD

Recognizing the importance of community engagement to combat crime and enhance public safety, Mayor Fulop established the Citizens Advisory Review Board.  The board meets the first Tuesday of every month to review police data and public safety issues, in turn making programmatic, legislative and training recommendations where opportunities for improvement are found.
