The Department of Housing, Economic Development & Commerce (HEDC) is led by Director Annisia Cialone. HEDC is responsible for planning and overseeing the orderly growth and development of Jersey City’s residential, commercial, non-profit, and industrial sectors through the coordination of agencies, comprehensive planning, regulation of land use, disbursement of state and federal grant funds, permitting, and code enforcement.

HEDC is also responsible for contributing to the public welfare and quality of life by supporting social services providers, staffing public boards, enforcing building codes, housing codes, rent and tenant laws, and issuing licenses to businesses.

The customer portal allows you to search the historical and active permits and licenses in the system. You can conduct a search even if you don't have a customer account. Click on "Public Search" as circled below and type in an address, record number, or keyword.

Note that when searching addresses, "less is more". Because the GIS data that the system uses may contain historical abbreviations or variations, try shorter names or alternate names to yield wider search results. (Ex.: try 280 Grove St instead of 280 Grove Street, or even just Grove without a number) Some addresses on the same street may have been historically been listed in different ways. (Ex.: 342 MLK Dr vs. 342 MLK Drive vs. 342 Martin Luther King Jr. Drive) Try being less specific when typing addresses, and you should get a wider list of results from which to choose .
