NOTICE OF PROPOSED 2024 ANNUAL ACTION PLAN

 

 

FY 2024 HUD ENTITLEMENT FUNDS AVAILABLE

 

The City of Jersey City is announcing the release of the Program Year (PY) 2024 Annual Action Plan. These Plans identify specific projects and programs that the City of Jersey City intends to implement with Community Development Block Grant (CDBG), Housing Opportunities for Persons with Aids (HOPWA) funds, Emergency Solution Grant (ESG) funds and HOME Investment Partnership (HOME) funds. These funds are received annually from the U.S. Department of Housing and Urban Development (HUD) for local projects that primarily benefit low-income persons. Please see below for the breakdown by category of funds:

 

Community Development Block Grant (CDBG) - $5,267,978

HOME Investment Partnerships Program (HOME) - $1,853,580

HOME Program Income - $222,577

Emergency Solutions Grant (ESG) - $448,922

Housing Opportunities for Persons with Aids (HOPWA) - $2,598,046

TOTAL: $10,391,103

PUBLIC HEARING ANNOUNCEMENT

 

The City of Jersey City will hold an in person and virtual public hearing open to all residents of Jersey City concerning the CDBG, HOME, ESG and HOPWA Programs. The public hearing will provide an opportunity for all residents and non-profit providers to address and comment on the proposed recommendations on specific activities to be undertaken by the City of Jersey City in its submittal to HUD.

DRAFT CONSOLIDATED PLAN ANNUAL PERFORMANCE AND EVALUATION REPORT 2023

 

Notice is hereby given that a draft of the 2023 program year Consolidated Annual Performance and Evaluation Report (CAPER) is available for public review and comment. The CAPER summarizes the City’s performance on the following HUD formula grant programs: Community Development Block Grant (CDBG), Home Investment Partnerships Program (HOME), Housing Opportunities for Persons with AIDS (HOPWA) and Emergency Solutions Grant (ESG) funds.

Each year, the City, through its Division of Community Development, reviews the goals established in the 2020 – 2024 Five Year Consolidated Plan and establishes priorities for the next year. Following is a review of the five-year goals, the one-year priorities and the accomplishments of the four entitlement funding programs received from the U.S Department of Housing and Urban Development (HUD).

15-DAY PUBLIC COMMENT PERIOD

The draft 2023 CAPER will be available for display for a 15-day public comment period from July 15th, 2024, until July 29th, 2024. This report is required by the Housing and Community Development Act of 1974 and provides an evaluation of the City of Jersey City’s performance.

The CAPER includes a review of the 2020 Consolidated Plan and the accomplishments for CDBG, HOME, HOPWA and ESG funded activities for the period of April 1, 2023 through March 31, 2024. Copies of the CAPER will be available for public review and comment at the following locations effective July 15th, 2024:

On or about July 23, 2024, the City of Jersey City will submit a request to the United States Department of Housing and Urban Development (HUD for the release of HOME funds under Title II of the Cranston-Gonzalez National Affordable Housing Act of 1990, as amended to undertake projects known as Hilltop View at St. Johns and 307 Bergen Ave. For more information, please look for the FONSI Notice in our Data Center.
