The Division of Community Development is responsible for administering federal grant programs funded by the U.S. Department of Housing and Urban Development and the U.S. Department of Health & Human Services.

Request for Proposals: Affordable Housing and Public Facility Projects

The City of Jersey City is seeking applications from for-profit entities, nonprofit entities, and public entities for funding to support the development of affordable housing and public facility improvements.

Funding Opportunities

Funding has been made available to the City through the Jersey City Affordable Housing Trust Fund (AHTF), the U.S. Department of Housing and Urban Development's HOME Investment Partnerships Program (HOME) and HOME-American Rescue Plan Program (HOME-ARP), and the Community Development Block Grant (CDBG) program.

Affordable Housing Projects

AHTF, HOME, and HOME-ARP funds may be used for:

Rehabilitation or preservation of existing very low-, low-, and/or moderate-income affordable housing
Construction of new very low-, low-, and/or moderate-income affordable housing
In limited instances, acquisition of property to create affordable housing, subject to the requirements of the applicable funding program.

Funding awarded through the HOME, HOME-ARP, and AHTF programs is intended to provide gap financing needed to complete residential affordable housing projects.

Only nonprofit and public entities are eligible to use a portion of their fund award for predevelopment costs.

Public and Community Facility Projects

CDBG funds may be used for public and community facility projects that provide new or expanded services benefiting clientele who are principally low- and moderate-income Jersey City residents.

Eligible activities include, but are not limited to:

Acquisition of real property
Construction, rehabilitation, and installation of public infrastructure
Parks
Neighborhood facilities
Special needs facilities

Applicant Requirements

All interested entities must:

Attend the RFP Information Session.
Complete an application for grant funds.
Provide proof of their status as an entity organized under state and federal laws.
Comply with all applicable local, state, and federal obligations.
Commence construction of the project proposed in their grant application no later than one year from the date of the award.

Applicants should review the complete RFP Packet for additional information regarding required documentation, scoring criteria, and estimated review times.

RFP Information Session

The RFP Information Session will be hosted online.

Information for accessing the virtual meeting will be available on the Division of Community Development website on the day of the session and will also be distributed through an email blast.
