30-DAY PUBLIC COMMENT PERIOD ANNOUNCEMENT
NOTICE OF PROPOSED 2023 & 2024 ANNUAL ACTION PLAN SUBSTANTIAL AMENDMENT

Notice is hereby given that the City of Jersey City’s Division of Community Development (DCD) desires to substantially amend its Annual Action Plan for Program Year 2023 and Program Year 2024.  

 Program Year 2023 Annual Action Plan

DCD proposes amendments to its HOPWA projects for Program Year 2023. DCD seeks to reduce Hudson County Resource Center’s award of $980,000.00 to $283,958.00 and re-allocate $547,042.00 to the Jersey City Housing Authority (JCHA) to administer Tenant-Based Rental Assistance (TBRA).

As a result of these amendments and in total for the Program Year 2023 HOPWA program, the JCHA will receive $547,042.00 to administer TBRA; and HRC will receive $283,958.00 to administer TBRA.

Program Year 2024 Annual Action Plan

DCD proposes amendments to its HOPWA projects for Program Year 2024. DCD seeks to re-allocate the HOPWA Unallocated project award of $1,584,809.00 to the Jersey City Housing Authority, Northeast New Jersey Legal Services (NNJLS), Let’s Celebrate, Inc., Catholic Charities of the Archdiocese of Newark (Catholic Charities), and Garden State Community Development Corporation (Garden State CDC). The $1,584,809.00 will be re-allocated as follows: JCHA will receive $865,105.00 for TBRA, Let’s Celebrate, Inc, will receive $600,000.00 for Short-term rent, mortgage, and utility (STRMU) assistance and TBRA, Catholic Charities will receive an additional $69,313.00 for housing and supportive services, NNJLS will receive $50,000.00 for supportive services, and Garden State CDC will receive an additional $391.00 for housing and supportive services.

As a result of these amendments to PY 2024 HOPWA budget, the increased awards to Catholic Charities and Garden State CDC will bring their total program awards to $485,000.00 for Catholic Charities and $520,000.00 for Garden State CDC.

In addition, DCD proposes amendments to its CDBG projects for Program Year 2024. DCD seeks to re-allocate the amount being held for the CDBG Voluntary Grant Reduction (VGR) of $872,088.00 and re-allocate this funding to Economic Development, Public Facilities, and Public Services. The $872,088.00 will be re-allocated as follows: CDBG Economic Development will receive an $80,206.00 increase, CDBG Public Facilities will receive an increase of $661,069.00, and CDBG Public Services will receive an increase of $130,813.00.

As a result of these amendments to the PY 2024 CDBG budget, the total amount of funding will be as follows: $300,000 for Economic Development, $2,449,187 for Public Facilities, and $790,196 for Public Services.

PUBLIC COMMENT PERIOD

The City will hold a 30-day public comment period open to all residents regarding the proposed PY 2023 & PY 2024 Annual Action Plan from October 28th, 2024, to November 26th, 2024. All interested persons are encouraged to review the City of Jersey City’s draft substantial amendments to the PY 2023 and/ or PY 2024 Annual Action Plan, available in hard copy form at the following two locations:
